I posted in the help forum, and we worked through some examples, and I think I found issues with how the Virtual Console works.
What I am trying to do is have individual fixture color options, and then an override so I can set all of them the same color (I use collections for this). See attached qxw file for example. There are two methods proposed in the help forum, one by Tavon and one by david.
Here are some specific cases of it not working as I expect:
Case 1
- turn Light 1 on Red
- turn Light 2 on Red
- turn Light 3 on Red
- turn Light 4 on Red
- turn the All Lights to Green
- ERR: only some lights go green(sometimes only Light 1, sometimes Light 1/2, sometimes Light 2/3/4), the rest go off
- toggle the All Lights to Green
- all lights go off (correct)
- turn the All Lights to Green
- all lights go green (what should have happened the first time)
I am running QLC+ 4.8.2 on Windows 7.

That new version has it working correctly now. It must have been some bug in the 4.8.2 version. Will be glad to get the working 4.8.3 when it comes out.
