Initial values of Art-Net Datastream are 0%

Hi everyone,

I found an issue affecting Art-Net with QLC 4.13.0 and QLC 4.13.1.

Steps to reproduce the issue:
1. Add a new fixture to the workspace
2. Open the simple desk and set some of the faders to random values
3. Open the input/output manager and activate Art-Net for Universe 1

Happen:
The initial channel values (Art-Net datastream) after activation of Art-Net are 0%. The set values (simple desk) are not used.
-> A value change of one of the faders is required to get a proper datastream with the correct values.

Environment:
Windows 10
QLC 4.13.1

Last version without the issue: 4.12.7

Since 4.13.0 there was a rework for the Artnet (e1.31) protocol to be protocol compliant.

More specific:
* Plugins/ArtNet: add default standard transmission mode as per protocol specifications
* Plugins/ArtNet,E1.31,OSC: add a parameter to wait for interfaces to be ready
^^ It might be the last condition you did observe.

You are right. I composed the answer by looking through different channels of information to be correct, which I failed to do.
