qlcplus chocolatey package

Hello everyone,

I'm not sure how many of us are actively using chocolatey, but personally, I rely on it.
I noticed that the QLCplus package exists, but wasn't being regularly update . I attempted to reach out to the previous maintainer but unfortunately didn't receive a response. As a result, I've taken it upon myself to update the package and ensure it remains updated for future versions.
