Should background images on buttons be showing in the web interface?

I have tried both the Linux and Mac version of 4.6.21 (? latest) and in both cases the web interface doesn't show background button images. In the html there is not a background image tag. Is this something that should be working? I'm looking into this at a code and API level, but I don't see anything in the example API page regarding background images. I've seen this question a few times unanswered but it might be useful to have the answer stated.
