Submaster and Button Behavior

So basically I have a sequence setup and then in a frame I have it tied to a button and also submaster fader. When I activate the button while the sub is at 0 the sequence starts. As soon as I start to raise the submaster fader the intensity levels drop to where I would expect them to be and follow the submaster as it goes up. Is this the expected function of the fader? If I want to fade in the sequence do I have to start with the submaster at 1%?
