I've created a fixture definition for this.
To find user manual, first I went to http://www.bigdipper-laser.com/ then clicked on the Download link, which took me to what looks like a very javascript-heavy file-sharing web page: https://pan.baidu.com/s/1o8x7n1C
Then you have to find it on there. They seem to have forgotten how to make a simple web page.
I made it in the latest GIT version of the QLC+ Fixture Editor as it's so much easier to use than the release version.
It doesn't pass the online fixture validator because I haven't added the Pan degrees (although the missing Tilt degrees doesn't seem to cause an error?). I haven't added either because the manual is more terrible than usual and doesn't mention them, nor does it mention if it's a 5-pin or 3-pin XLR connector. (Although based on the quality of their web site and the manual I'd guess they would be the kind of company to use a non-standard 3-pin connector.)

Thanks Andrew. What you experienced is the reason why I don't accept chinese fixtures upstream.
This goes into qlcplus extras, just because you spent effort on it.
As for Pan/Tilt degrees, the validator shows just the first error, but it detects both. If not provided, let's guess them. I've set pan 540° and tilt 270° which are the typical values.
