MIDI progam change send twice

I’m not sure if this is a bug or a configuration issue.

I created a generic fixture with channel 1, address 1.
I added this fixture to a scene.
I added this scene to a show , so it turns into a 10 second sequence.
I change it to 100ms, but the program change is sent at the beginning and end of the sequence.

Any ideas why? Any advice?
