Frame containerisation issue: re-adding as child frame

Problem:
There are conditions which mean that a frame is not able to be put inside another frame.

Steps to reproduce the issue:
  1. Create two frames in the Virtual Console
  2. Put frame 1 within frame 2
    Frame 1.PNG
  3. Take frame 1 back out of frame 2
    Frame 2.PNG
  4. It is now impossible to put frame 1 back into frame 2.
The only way to fix the issue is to put frame 2 into frame 1 and start again.

I can't reproduce this sequence (at least on Linux)
There is still some issue in frame resizing/parenting but this doesn't seem to be that case
Unless it shows a different behavior on Windows

I'll retest it with a fresh project and VC and report what I find. I wouldn't be surprised if it was just a windows thing.
