Trying to figure it out on how to create it

ran into a snag for the RGB Matrix I am only able to get the last fixture of the 4 to work with the Matrix

Your DMX chart is off ... there is no indication what ch 17 and 18 does.
2nd: you forgot the creation of heads: heads are needed if you have a multi instance fixture for the matrix to work.
