I am in the process of moving to a new computer and the resolution is higher, 1920 vs 1366.
My virtual console displays, but is not filling the VC page and the joystick widgets are not stretching properly.
Is there anyway to expand the VC widgets to the full page or will I need to reprogram from scratch?

I'm afraid you'll have to reprogram / redesign.
But: If you are a little handy using a text editor, you can open the project file in it. Warning: take a backup before editing the project file. If you break the structure - the project is broken.
Inside the project file, you will find all x,y-coordinates and width and height properties of all VC widgets. Bit by bit, you can alter your project to the new resolution.
PS: I like the layout of your VC design (except for the colours beneath, which aren't clear to me at first sight).

Thanks, I was afraid of that....
I actually created this by editing the XML file, I found that in order to get the buttons all the same size and aligned properly it was easiest to create the button and then place it by manually typing in the position.
I'm a wedding DJ and it's molded off of an Akai Professional MPK261.
The "Keys" at the bottom match the keys on the keyboard, on the left are washes, upper colors are wash strobes.
The right are my moving head colors and strobes.
Then you can switch pages to control the moving head zone colors and strobes.
The 3rd page is over 50 colors for my uplighting.
