Virtual console operation using Adobe Air

I have a software application running under Java that sends MIDI notes out the USB port which I use to control QLC+ Virtual Console buttons - and it works great. Now I have an Adobe Air software developer who does amazing work but he tells me that AS3 has no MIDI note capability. Can anyone suggest a method for an AS3 developer to write something that can push the buttons on my QLC+ Virtural Controls?

If UDP packets can be sent, the OSC protocol should be the way to go
