Is there a reason why slider in submaster mode reaches intensity of LED BAR, LED Spider but not intensity of my moving head ?
Whats QLC+ looking for ? Only submaster function on rgb channels or works it behind the dimmer intensity of fixture ?
HTP , LTP ?
EDIT: Seems to be an error in my fixture file. Help needed.

The submaster only affects what's within the same frame, in this case only your "red" function button.
Move your dimmer faders inside the frame (cut, then paste by right-clicking somewhere in the frame background) and it should work.

Thanks, but that's not the solution. The sub master slider is with button scene in frame. The scene makes moving head and LED Bar red. If you test it, you will see in monitor that only LED Bar dimmes on Submaster.
The two other slider are outside frame and dimmes each fixture in level mode. Is only to set maximum brightness instead of simple desk for fast testing.
I think you should also download fixture files to test.

I did d/l all your files, but you're right, I missed to look at your red scene contents.
The real problem is that submasters fade intensity(=HTP) channels only.
Colour selection is an LTP channel, it changes your colour mix but not brightness... so a simple solution would be to add the dimmer channel to your red scene (keeping colour selection at value 13) and remove the dimmer fader.

If i include the Slider-Level Mode also into frame, then it works as expected.
Your solution works, too. But a reset of brightness only over other button possible....
