Hi is it possible to use two APC Mini midi controllers to control QLC. So all the buttons on both controllers work independently.

Most probably yes. They will show as two MIDI ports. Assign each one to separate universe and everything else is as usual.
Do NOT use those two universes for anything else (like DMX output) unless you know what you are doing!
Example:
Universe 1: lights - output
Universe 2: apc #1 input + feedback
Universe 3: apc #2 input + feedback

So have you tried it?
I want to do the same thing because last time i was short on buttons.
I also had a problème with usb connection. once an hour QLC froze because of the usb driver in windows 10 i suspect.
anyone have the same problem?

though i tested on 2 windows 7 systems (32 & 64 bit)
and the laptop i use on shows with windows 10 64bit
all systems show the same errors....

i send feedback only to buttons, the APC mini can light the buttons in 3 colors + flashing ... makes it easy to see what is playing
there is only "input" in QLC's faders.... oups...i hope there is no hidden "feedback" sent in the software is there? that would be a bug

So have you succeed using two midi controller for one show?
I need it for a show in two weeks
also i will use a USB HUB with external power supply to see if it comes from an over consumption of power on USB. ( as 2 midi controller with feedback and lite buttons are consuming too much for a laptop I think).

Just to conclude this topic, i use two akai apc mini on two separate universe and it works perfectly
