There are some use cases (firelight, for example) that would benefit from random timing in chasers, between some minimum and maximum value that could be applied to fade in, fade out, and hold timing individually.

Yes to this! Better than the complexity of it having to apply to all those elements would be if there could be a 'wiggle' function like there is in After Effects. Basically you set the amplitude of the oscilation and the period, and it generates random 'noise' shapes based on that. Would be perfect for flickering effects, but also over long periods creating nice slow smooth random 'shifts'.
